The bare minimum you need to record a podcast is a computer with a USB microphone and access to the internet.
A general rule, though, is that the more limited and lower cost your setup and equipment, the more limited the sound quality of your show will be.
If you pick the correct mic, you can get good audio results. Furthermore, it is far preferable to get started and discover podcasting. If you love doing what you do you can invest more on audio equipment.

The Samson Q2U is the best affordable podcast microphone. It's a fantastic place to start for any podcaster, and it evolves with you.
The AudioTechnica ATR2100 is another choice that is almost comparable.
The Samson and the AudioTechnica come with a little mic stand, but a boom arm mic stand, which gives you a little more flexibility, and is a wonderful option.
The Rode Smartlav+ is an extremely useful tool if you want to run a number of in-person interviews. With two of these and the SC6 splitter, you may create a very light and easy interview setup.
You may upgrade to a better USB mic (like the Rode Procaster) or even the Zoom PodTrak P4 to improve your setup. The P4 is a specialist podcast recorder that allows you to record four people at once.
